new account for my brother but no playonline id how can we get one

I got my brother to want to join final fantasy xi with me and play but as we do the set up for his account it asks for a playonline reg code but neather of us know how to get his.

my account is from the ps2 days so mine is in the back of the book that came with it.

my question is how can my brother get the playonline id and reg code he needs.

can someone please give me step by step help.
