Well, I nevah!. I don't think I can stand by silently while someone seriously suggests that Galka...a Galka...should be able to complete quests for 'their' nation. That's not their God-given station in life. No siree.

From what I have seen, he rarely replies to people, and usually when he does it's with another question. And I have yet to see a "Thank you" from him when he's been explained something (see: http://forum.square-enix.com/ffxi/th...5298-VNM2-HUNT as an example).
Troll? I actually don't think so anymore. I think he's fairly new to the game, the FFXI community, and is using this forum as an easy way to get replies to the simplest things instead of taking the time to look things up.
