Actually, my interpretation from what they said is that a new expansion would be possible, but it wouldn't actually be an "expansion" in the sense of what most people have come to expect.
They were pretty clear in that they can't create new graphic resources for the game. That means no new NPCs, no new maps, etc. However, they could conceivably do something that completely reuses existing zones, characters, monsters, etc.
This game is so large, I think they could actually do expansions like that and pull it off. At the same time, I wouldn't hold my breath on that.
This is kind of a catch 22 situation.
If the game had an increasing amount of money coming into it, then I can see them looking at making more expansions (otherwise they would have done so already, wouldn't they?). A game is either going forward or not at all, it's not advertised anymore, so no new (or old?) customers are being brought into it. This surely, will only lead to one final conclusion.
Maybe SE could look at selling licences to a few small companies to produce expansion content? Although this is very complicated as I'm sure SE would be quite protective over the Final Fantasy franchise, and generally things like this involve many legalities.
Only after March 2017 we will know what future would hold for all new expansions.
