Pelican Ring is definitely a godsend for skilling up. Having a Lu rod will make the journey worlds easier, as well. I'd do everything I could to obtain both of these items if you don't already have (get more than one ring...you'll need it.)
As far as skilling up, the area you fish has alot to do with the rate of skillups in my opinion. Just a quick level reference based on your current level of what I found to be good fishing.
current level to 35ish: Tuna and Calamary on the Selbina/Mhaura Ferry (Minnow)
35-45: Shall Shells in Buburimu (Rogue or Robber Rig)
45-55: Bluetail and Marlin on Selbina/Mhaura Ferry (Minnow/Slice of Bluetail) great if your cooking has even only a couple/few levels on it. bring wind xtals and make the bluetail bait on the boat. Can do 4 synths safely between trips, too.
55-86: Mercanbaligi and Ahtapot in Nashmau (Sinking Minnow) This was by FAR the hottest spot to fish. I did these 31 levels in just under 4 days of fishing with a pelican ring...and the fish NPC in the city for decent gil. win-win.
86-100: I've been on Armored Pisces in Oldton Movalpolos using Sinking Minnows. I'm at 99.4 now and the skillups along the road I took were pretty consistent. I've had terrible luck in trying to obtain my Penguin Ring, and Lik / Gurgru are a pain without it, so i haven't bothered to target them yet. I did seem to get more frequent skillups as the moonphase was under about 25%, too. Don't give up on fishing. It's tedious at times, for sure...but the skillups will come!
