Steps:
1. tried going to the eldieme necropolis to do this quest NPC says "Welcome to the Fourth"
2. traveled to Bastok went through the cavernous maw to Bastok (S)
3. Spoke with Alderbriecht. He has nothing to say to me
4. checked my key items and I currently have the Bronze Ribbon of Service and the Sprinter's Shoes are in my mog house from the quest The Fighting Fourth, which is the next quest after Back to the beginning.

My Missions in wings of the goddess are STUCK on back to the beginning but I have done farther then that by the key items and shoes I have in inventory. I need to know what it is that I have done wrong or if this is truly an in game bug.

Check first in mission logs that you are on "Back to the Beginning".

My bet is that you have already turned in a KI to one of the other home nations of the past. The KI Blue Recommendation letter is bastok, Red Recommendation letter is sandoria, Green Recommendation letter is windurst. Only ONE of these ki must be turned in, you don't need to do it for every nation.
