Better idea: No 2 dragons can be up at once. Quetz cannot pop until Raja is killed etc. Remove despawning. Remove respawning. as a dragon dies, the next one pops. No need for messages anymore.
That would make their rate of appearance directly dependent on how fast and often they're being killed. I don't think that's what SE wants, as it would probably result in a much higher rate of kills.
