    Altana's hymn, Coveffe Musings etc.

Is there any reason to not use these as soon as I get them (as reward along with records of eminence)? "These" being parts of books that raise a skill level if you use them.

No real reason not to use them right away.

It depends on how far from your current skill cap you are. The farther below cap you are, the more often you get .3 .4 and .5 skillup events. If you are close to cap, you will almost never get anything but .1 events. So saving them until you are level 99 will give you the biggest amount of total skill points from them. It's not a full skill level per use, it's up to .5 points, in .1 point increments. Only a .1 is guaranteed as the minimum.

Only real reason not to use them ASAP is if you're capped on the skill when you get them :P

He once sold his soul to Promathia for a rare drop. He later won it back in a drinking contest, before beating up the twilight god for good measure.
He's won dance-off trophies from the Republic of Bastok, the Duchy of Jeuno, and the Yagudo Theomilitary.
He's won entire arguments with a single leer.
He is the most interesting galka in the world.
