Blocked at Audience Chamber Door in Ru'Lude Gardens even when I have Archducal Permit

Steps:
1. I zoned through the are from homepoint crystal closest to H-6 to attempt to do Limit Break Quest 6 so I can lvl past 75, I was not able to go through the Audience Chamber door to get to the Nomad Moogle near Maat. The NPC guards by the door both respond: Highwind "Nobody sees the sovereign without an appoinment!" and Rainhard "Stand Down!". I have the archducal audience permit in my permanent key items inventory as well as the limit break one from previously playing many years ago. I am not sure how else to proceed because I can not complete limit break for level 75 if I can not enter the are. This happens everytime I try to click on the door.
2. When I talk to the guards individually, they say: "Just a moment. I need to see your archducal audience permit... Thank you. if the sovereign requests your audience, access to the chamber will be granted by the guards inside."
3. I have tried changing jobs to my 75 WHM/BLM and still the same result, not being able to enter the door.
4. I logged out and back into the game, same results as before.
5. I used the homepoint to Norg to try zoning into a different area and back, same results as before.

I am not sure whatelse to do I would like to proceed through the game past 75, I only returned to playing this game after stopping about 5 years ago. My character was originally on the Ramuh server, when I came back I found my character moved to Bahamut server. I have only been playing again for about 2 weeks now.

You don't go through the Audience Chamber door to get there. You go around the stairs rather than up them. >_>;
