Missing Survival Guide option for "Lower Delkfutt's Tower"

Steps:
1. Click on any "Survival Guide," and sort options by region.
2. The option for "Lower Delkfutt's Tower" appears under the Qufim region.
3. Click on any "Survival Guide," and sort options by content.
4 The option for "Lower Delkfutt's Tower" is not under "Original release areas."

Delkfutt's Tower was a Zilart area, IIRC. The wiki seems to state it is an original area, but the English release had Zilart. It could be a glitch, but I don't think so.

It turns out I could get it to display on another character that did not have all 40 original "Survival Guide" locations unlocked.
Once you have all 40, there is only room for the first 39 locations, and the ability to select "Lower Delkfutt's Tower" is lost via the "by content" context.
It seems there is a limit of 20 options per page where the "Next page" takes up one of these options.
