Cipher: Lilisette II can be obtained inside walk of echoes. Look for the dead end heading downstairs on the opposite side of the path that leads upstairs to the bcnm arena for cait sith/atomos fights and find a glowing space that is targetable and has no name to it. This is a failsafe should you have full inventory when obtaining a reward and works just exactly like a resume point.

EDIT: They (Square-Enix) may have given this blank target a name now. I have not been to that area since chapter 2 was out.
