    Doesn't Haste Samba already work similar to a slowing effect? Aren't you stealing the attack speed from the mob that you hit? I understand when it's a dancer alone the effect is probably not that great, but dancer was a party support back in the day when they created these effects.

    No. Sambas have no detrimental effect on the target. Even Drain Samba and Aspir Samba don't actually drain or aspir from the target; it's just "free" hp/mp.
