Ghoyu's Reverie zone, long spellcast delay (not lag)

In zones such as Ghoyu's Reverie and Everbloom Hollow, I experience a 3-4 second delay between when I hit the spell on the menu and I see the spell even reach 0%. I hit the spell and don't see anything until it is done. No damage in log, no spell casting animation, nothing on my character for about 3-4 seconds until I finally see everything happen that is supposed to. However, I know it is not total lag because I am doing " A Feast for Gnats" BC now and can see a Cobra NPC do damage while I'm waiting to see my spell go off. It's not a client problem because I can see the Cobra NPC attack and the log update when attempting to cast spells. I was using Stonera on GEO, which has a very low cast time. I seem to think it is a zone server networking issue, especially with packets, since I receive very high R when I do the BC like 2900 or 3100 at sometimes with constant rate.
