It's not a service FFXI offers regularly, only for a very limited time after a server merge takes place.
There's one way to do it, but it'll cost you money:

-Transfer to another server and make a mule with your current name on your current server.
-Transfer back to your own server 3 days later and meet the "This name has been taken" prompt.

The other way is wait until another merge takes place and hope that your server is the one being axed.

In the scenario I described, it was offered since it was a case of harassment and it happened quite a while after the server merge without any charge.
