3. Use Quick Draw.

Expected Result: 30 second recast on Quick Draw
Actual Result: 35 Second Recast on Quick Draw.

It seems to not pay attention to the final 5 seconds of gear and/or merits. Similar to currently accepted Phantom Roll recast bug.
