Phantom Roll Recast Incorrectly Calculating

Steps:
1. Roll an XI Tactician's Roll (or any other roll).
2. Rolling an XI resets Phantom Roll's recast.
3. Equip Desultor Tassets with -5 Phantom Roll recast augmented on them.
4. Have 5/5 Phantom Roll Recast merits (-10 seconds on the recast).
5. Having an XI roll in effect should lower Phantom Roll's base recast to 30 seconds. With the current gear and merits, the recast should be further lowered to 15 seconds.
6. Use Corsair's Roll (or any other roll) with the above armor and merits. Observe recast. 35 seconds instead of 15.

Additional information: using Phantom Roll without a prior XI roll on myself results in a 45 second recast (60 base. -10 seconds from merits, -5 seconds from Desultor Tassets augment). The incorrect recast seems to only happen when applying a second roll after obtaining an XI prior.

Removing the Desultor Tassets from myself before rolling with an XI active still results in a 35 second recast instead of the intended 20 seconds (30 base with an XI active, -10 seconds from merits).

In short, it seems like XI rolls are resulting in a 35 second base Phantom Roll recast instead of the intended 30 seconds and ignoring all forms of Phantom Roll recast reduction, merits and gear.
