Ok, so they made a mistake. Yet, if you had done just a bit more research yourself, you could have saved you the gil as at least BG-Wiki mentions this on their Empyrian upgrade page and even the update notes mention it.

Reforging to item level 119
The items required for reforging empyrean armor to this level can obtained in Vagary.
* Players must first receive a designation earned through Vagary in order to reforge Empyrean armor to item level 119.

(I must admit however that oldWiki is a bit vague regarding this.)

Having certain requirements to progress in gear is quite commonplace, I don't see why that would be an issue.
By the way, you can do Vagary without having completed a single chapter in Seekers of Adoulin and also get credit for the boss kills.

Not if you don't have Adoulin installed and a way to navigate to Outer RaKaznar.

As for the information, I was trying. I don't do endgame events myself, I'm not geared well enough for them, and my goal is to complete storylines. There's no way I could repay the gil, I've rarely even had 1 million gil. You could resell the items to make it back.

Uh, not sure if I understand your post correctly but if you don't have Adoulin you simply don't get the ability to upgrade your Empyrian gear to 119, 109 is the highest you can go without defeating the Vagary bosses.
You can buy the items all you want, but Monisette will simply not accept them until you've defeated the Vagary boss for the item you want to upgrade.
