You don't have to give it more hp... just make evaluations more frequent. And make it so basically if you do anything that counts for an evaluation that you get an evaluation. Kinda of sad to do plenty but get nothing just because you weren't in there that long or it died too fast
The most annoying thing for me when it comes to reives is when I have no intention of clearing one and I'm simply passing by along a path that goes near one. I can't walk past without entering the reieve area in many cases, and I'm subjected to the penalty even though I didn't participate. I might need to do a reive that's actually in my way later, and be forced to sit and wait for a few minutes just because one I didn't need to clear was in my path.
Why not just let the group share in the credit?
That seems an easy way to fix this. That way a Red Mage taking the time to cast haste 2 on his comrades for example would actually earn him an equal part of the pie - rather punishing him for actually trying to be a support class.

Mages actually do extremely well evaluation-wise, cures are much more potent than damage. If your mage mule isn't getting credit, pick up a few -hp and +hp accessories for your main, swap them in and out to drop ~600 hp, and cure4 yourself once.
Edit: The last post suggesting that a party/ally share equal credit is actually pretty good. Not viable for non-party though, as bots could just cast haste on someone once and leech their rewards.
Honestly, the 5 minute penalty from crossing by a lair then needig to kill a col reive is just about the longest you have to wait in today's game, and its nowhere near the amount of time you would spend waiting for an airship to arrive, or a long treck to do a Promathia mission etc. I mean you can dot around all of Adoulin using Bivourcs, but occasionally stumble past a Lair then have to wait a couple of minutes to clear a reive thats in your path?
Only thing that really needs changing is the evaluation process.
SE, you really have no idea what the ramifications of announcing the Vana'diel Project are, do you? If you're so serious about this business model, then by all means make Rieves a more fulfilling experience for established players. That's what you said you wanted, isn't it?
