I could be just seeing things, but those do definitely look like horns coming from her head and not just simply flows of hair or clothing like below. I could be wrong but especially since its on both sides and placed just so it looks real Au-Ra to me.

There are statues of many Gods throughout the world that no one has ever seen, no doubt Vana'diel is the same.
