The game was/is still advertised to be playable on dial-up. As that is part of the specification, they can't increase the amount of data sent even if you think everyone has a fast connection now. If they did, people who meet the minimum requirements would have a legitimate complaint that they can't play the game even though their system/conditions met SE's specifications when they started playing.
