They couldn't do this, There are some people with hundreds of million cruor, this is why they removed almost all forms of Cruor>Gil conversions. I can assure you Asura has a much higher population than Cerb, Were lucky to hit 400-500 NA primetime, and it's still half AFK/bots. I said it was difficult, REMs should be difficult. There are never any Morta shouts because you don't start them yourself. I had to shout for hours to fill groups at times, sometimes I'd shout for 1-2 hours to only end up disbanding due to lack of people online/interest. You should find a good time available to you when the population is rather high and make runs of 6x3 6x4 not just 6x1. Don't bring people unwilling to participate for the full duration of the event. There are tons of people out there willing to do Morta due to Empy upgrade, or money selling cinders/dross. Maybe try posting on here/ffxiah looking for people with a interest in doing morta and plan times. If you aren't even putting in the effort to make a group to do then you shouldn't complain.

I do think SE should address the interest appeal in these VW, making Morta / Bismarck materials used in Empy reforge armor could do this. Maybe they will do something in the future. You could try starting a rumor saying your cousin works for SE and has confirmed Belladonna Sap / Sealord skin will be required for Empy reforge everyone remembers how Kaggen/Pil/Akvan price mats skyrocketed.
