I also know for a fact that there are tons of Delve shouts every single day, so no, it's not only for static parties. I myself have formed a few Tojil learning parties in the past offering to teach people, and we did in fact make it up to Tojil with a random party setup. We didn't win because of the Scholar not really being experienced in stunning, but it was close, and we might have won with a little more practice.

And no, that Delve does not require those jobs, it's simply commonly done with that. When people shout, they shout for the "optimal" setup or the setup they know best, because they want to win. They're not forming a "learning" party, they're forming one to win, so they shout for jobs they know will succeed (it's the standard). Believe it or not a lot of people don't know why you take certain jobs, they just do it because they know everyone else does. So, they deny other jobs that would work perfectly fine in replacement simply because they don't know better or are just scared of losing with the "not optimal" setup.

Jobs are also denied simply because people take the assumption that if, for example, a BST wants to join, that the BST is a noob because normally such a job would not ask to join. A BST might work perfectly fine in the position, but it's denied because the BST is probably not geared, not gearswapping, and/or doesn't know the fights. People would rather not take the extra effort to even try this person when they can just get the normal setup.

If you can't get in one of those parties, just make your own if you want to do delve. People make parties because they want to do delve. Because they want to win delve, they just follow the standard set by everyone else. You can do that if you want, or you can take whatever jobs you want. If you learn and understand the bosses, you can make your own decisions.

So now your complaint is your timezone? That has nothing to do with jobs or anything.

Either way, on Asura, there are EU linkshells. Join one if you can't find any groups around the time you're on, or make a party around the time you're on. It's an MMORPG, communicate.

Why so many excuses? This still doesn't even change the fact that you can solo some of the NMs out in the field with trusts, or duo-trio most of them. It's not that difficult to find people to do these things, even on FFXI.
