The development team will be looking into adding this on-screen timer to new content when it is implemented in the future; however, there are no plans to retroactively add this to content from the past.

Why not though? I mean, I don't care if you choose to ignore content no one does, but surely content like Dynamis, Salvage, BCNMs, Skirmish, Delve, and the outside battles for Delve, would all heavily benefit from such timers...
