On screen timer

So this new event has utilizes an on screen timer to show the time limit. Previously the only other thing that had this was Ballista. (edit: I was mistaken on ballista)

Can we get this timer implemented for all content with a time limit? It would be a lot nicer than only getting the periodic notices in the chat log which are missable if it's particularly spammy.
