    Impossible to get cutscene trust initiation

    I got the red institute card from NPC in sandoria,
    but the npc Excenmille never gave me a cutscene for the permit
    He only talk about ballista licence
    Resulting in the impossiblity to do trust magic
    Having this problem for few mounth now

    trust permit

    is this your first trust magic ? If so you need to zone out and summon npc then go back to him and talk to him for permit.
    If it's not your first trust and you have another one then you will get the permit after you talk to him.

    Yes it should be my first trust spell, and i tried many times zoning but i have no magic under trust
