hyperbole for the lose, also jumping to conclusions. you're also ignoring the fact that this works both ways.
As the above poster said, they have a systemic limit on auto translation entries and they have to remove some to add others now. There are lots of other terms that could be in there that aren't. It's not because they dont' want you to play with certain people.
Maybe it's a server thing, but me and a few of my linkshellmates have had no problem getting into JP shouts. I speak none (though I have a JP-ish name, I guess) and one of the people in my linkshell only speaks some casual phrases. Yet most of the time, we can jump into a number of JP shouts without any difficulty. Granted, a large portion of them are with the same person, but nonetheless, this isn't always an issue like people think. o_o Maybe it's just Valefor that has this though.

I'd wager every server has this to varying degrees. There's 4 JPs on Bahamut that lead Incursion regularly that will happily take me. Most others however are either "sorry jp only" or I hear nothing back for a few minutes, see a couple more shouts, then receive a tell with "<I'm sorry.><Our party is full.>" The former is the oh so popular exclusion that some blow out of proportion, but the latter, at least IMO, they kept me in mind, but preferred someone who they could more easily communicate with. I don't mind that so much.
