Steps:
Form Party.
Level Sync to self (party leader).
(EDIT) Summon two other Trust NPCs (In my case Gessho and Fablinix)
Summon Star Sybil Trust NPC
Attempt to act on Star Sybil by casting buffs or cures or Engage in battle.
I have not tried summoning her out of party (yet) or out of level sync (yet).

Star Sibyil appears to be treated as if she were in a different party, and when engaged in battle will stand there and sulk a bit as if she were all alone. So sad. ;_;

Attempting to desummon and resummon does not solve the problem, other Trust NPCs work as expected.

I recommend giving her some kind of gentle encouraging talk. Perhaps she feels a bit excluded after spending so much time in the tower or with all the other things going on? Seems pretty serious.

Star Sibyl doesn't attack. She just stands there and gives you a +19 MAB aura.

Oh, I see. She's like the chocobo chick then? Unattackable, immutable. My mistake! Rescinded! (For some reason, I thought she was supposed to do Geomancer stuff.)

Prolly got the idea of her being a Geomancer due to her (and Sakura's and Moogle's) aura buff being classified as a Geomancy buff, even though it stacks with a Geo's buffs.
