    Doesn't it only take a week for the weapon to be ready (or less... you get it at Japanese midnight reset on the weekend (Sunday at 11PM EST)) as long as you give him all the stuff for it and pay him

    No japanese midnight has nothing to do with it. Relic weapons are a set amount of time after you traded it to him regardless of when that was.

    EDIT: Except the very first trade, but meh.
