WotG Sandoria Quest 10

I'm trying to fish up the 3 KI fish with Ebisu Fishing rod. I'm 102 fishing, wearing all fishing gear, torque, rope. I fished up the Paladin lobster on my 1st cast, but since then I've not caught anything but mobs or items or nothing. At my level fishing with that rod it should not take this long to fish up, so far I've fished for 1 hour. I am not at fatigue since I did not do any fishing till I started fishing for this quest.

Steps:
Got a stack of Goliath worms from Rocky Perch and fished. Unable to fish up any KI after gotten Platinum lobster KI on 1st cast.

Tried with Carbon fiber fishing rod, same result. Keep catching items or monsters or nothing. Again not at fishing cap.

I figured out the error, I thought all 3 fish were at 1 pond, but they were at 1 each.
