The above post indicates that they are looking to increase category caps (options 1 and 2) rather than adding new merit options or increasing individual caps (option 3). The example that Camate gave would fit in option 1, but it doesn't necessarily mean they won't do option 2. At the time of his post, I asked for clarification and didn't get a reply.
