So the dialog thing might just be an oversight for the 95 fellows. Took about 40ish mobs for my NPC to level and he started to say his exp status again. Was annoying though.

As you've pointed out, this is in fact an oversight and the dialog portion will be addressed in the June version update. Apologies for the confusion!
