Bounty Shot + Emp Gloves + Chaac Belt = TH3 Base?

Steps:
1. Equip Emp Gloves +2 + Chaac Belt!
2. Proceed to you nearest mob!
3. Bounty Shot & you still only proc TH3 for base.

Now I know Bounty Shot isn't named TH but thats what it does and can be upgraded by and can upgrade Treasure Hunter on a mob done by THF.

Also from the recent TH update it said non THF job(s) would max out at 4 base from gear, atma, job abilities.

To quote the update notes "Upper limits of Treasure Hunter including the total of bonuses provided by equipment, atma, and job abilities."

So atm RNG is the ONLY job I know with a JA for TH it. Even THF has no JA that does TH directly. So if this is working as intended it makes no sense to me.

Given the numbers given for that and given how much they said for theif I'm about 99.9% they meant job traits
