Actually it used to be lower. A long time ago people at lower levels when there was less haste available would disengage/engage because the delay from that was less than what you'd have just swinging at low haste with 2hd weapons. I think now it's still somewhat based on weapon delay though
I do remember it seemed both that and getting up to run seemed faster a long time ago I wish for both of them to be if not faster then back the way it was.

Back in the day, engage delay was a fixed time (like 1 second or 2 seconds), so jobs with high delay weapons could spam engage/disengage and effectively attack faster than if they just stood there meleeing. It was changed to be (I think) the old delay + 1 round delay, which is the case now unless you autotarget the next monster.
