Universal tools: can we craft them?

Universal tools are great for Ninja. Take less space in inventory is a great benefit. It's save us like 17 spaces in our bags. But they pretty hard to get (limited stock from vendor) and pretty high cost to get (200k for a full stack of bags) When we will be able to make them via synthesis? Could be via synthesis or synergy. But surely it would be nice if we can make them.
