The best way to solve the issue? Balance the alexandrite drop rate so the zone you do means nothing when it comes to Alex drops. Do that and people won't spam Arrapago only because other zones are just as easy to fly through, just not as profitable as Arrapago.

This is a great suggestion and deserves more attention. Editing drops or drop rates on a handful of mobs in each zone surely can't be beyond a simple afternoon for one team member.
