Bastok mission 3-3 cannot complete or progress

Recurring every time I try to continue the mission nothing happens.

I received the mission Jeuno from the gate guard in bastok not sure what happened then as it has been about 5 years since I have played the game.
At present I have the Mission orders displaying Obtain a letter of recommendation from the presidential aide, sir lucius. When i speak to the npc he just tells me he is too busy and doest give me the letter. I have also travelled to jeuno and spoken to the next character in the embassy of bastok but there is no cut scene or dialogue that i should receive.

Just wanted make sure i have posted this in the correct section i have spoken to a few square enix representatives via email and they have directed me to here i think.... with this issue??

Completed the mission in the end didnt get the letter, didnt get the cut scene at the embassy but killed the nm got the key saved the ambassador and got the correct cut scene and dialogue when arriving back at the embassy and rank 4.
