Do those of us who have these done just instantly complete them once they get turned on or are we just SoL?

Why would you get credits for things that happened before the quests were added or activated? As they are tutorial quests, I doubt they will give a significant amount of sparks or exp anyway.

It's a fair point, and you're right the sparks rewards will be nominal. Still, some of us like to complete all the Records of Eminence just for the sake of checking off a list. That might sound silly, but I think a lot of people have goals that sound silly to someone. The thing is, that will be impossible for long time players if there's not some way of us to mark off the quests as completed. I already got my subjob way back in 2004, and unlocked all original jobs back then too. (Unlocked COR BLU PUP DNC SCH GEO and RUN once they become available). I can't do that stuff again.
Because those RoE objectives are for new people where most of them until now has been for everyone. Heck some of the new players might not be able to do the sub job and chocobo license because they already done them.
Not to mention having them done contributes to the X-RoE-needed to trigger the jeuno quests by that Taru woman... who seems like she might be getting more? (currently 1 at 50 and 1 at 100 and 1 at 100+...)
So even if you're past the point of needing the tutorial, you still benefit from doing them.
yeah at the very least they shouldn't show up in the list if they are uncompleteable.
