Steps:

1. Obtain at least 1 permanent key item from defeating a naakual in a Wildskeeper rieve. (All 4 of these characters have all 6 key items.)

2. Obtain Phlox Ygrette Rock.

3. Trade Phlox Ygrette Rock to Anomaly Expert.

4. No response from NPC.

Note: All characters have been able to obtain planchettes from the original delve content without any issues. Is there some sort of prerequisite that wasn't mentioned in the update notes other than having at least one naakual key item?

I couldn't either ... U need the other delve boss wins, which they did NOT state!

There's at least one report of somebody who only has the Morimar delve win being able to buy the new key items, so I'm not sure that this is the issue.
