characters not loading

i just reinstalled the game today after about a year, but after I installed and updated, no characters load up. everyone is invisible. all the scenery loads fine though, just seems like no .dats are loading.

i am playing on pc with an integrated intel hd graphics card (support ffxiv so this game should be np)

happens every time i log in.
