As far as I am aware, there is no such rule that you should be worried of (it would be quite the bothersome rule to enforce by the Gamemasters, and too much to count on players to abide, so it's usually done by the game/server itself).
That being said, the /yell command has a delay of 60 seconds upon it, but I can't remember at this time if the /shout command has a similar limit. It's easy enough for players to get rid of the messages if they are bothered by them, so there really is no need to enforce it further, methinks.
Using common sense is usually more than plenty enough.
In the end, this is just my opinion, and how I view these things. There is no written rule (as far as I know) specifically asking a player to wait for a time to shout again.
