Crabs have MP because they are PLD/WAR, even though they generally don't cast PLD spells. There are many other monsters that have MP as a consequence of their job combinations but don't use it.

Really, what doesn't make sense here is that, if leeches don't have MP because they're the wrong job, why do they have MP Drainkiss?

There's lots of confusing stuff here. Ultimately the puropse of that ability is to remove MP from you, even if they cant use it. And it's a monster ability they have regardless of job.
