"Under Oath" Prince Trion Trust

My roomie is trying to get his trust spells and he found that having the quest "Under Oath" flagged blocks you from obtaining Trion's Trust until it is complete. All he gets is Trion's dialog for Under Oath

Not sure if its a bug or working as intended.
