#!. Lower the cost of upgrading an R/M/E from 300 items to 5, and make the 5 needed direct drops in both the new BCNMs or Delve, and make it so that any amount between 1 and 5 can drop, or make them upgradeable via translurry.
#2. Make the AF1 upgrade difficulty on par with that of Geomancer and Rune Fencer AF, (you could even make the requirements for all the jobs exactly the same as it was for either of those and no one would care, simply cut and paste the requirements).
#3. Make it so conquest points are given out from GOV and FOV completion as it would be from killing single mobs, so newer people have readier access to all that great conquest gear that's rusting in the nation warehouses.
#4. Give the Magian trialed weapons, (the elemental, and multi-hit paths), the same item level, and skill level as the bayld weapons.
#5. Give the WOE weapons the same item level and skill levels as the non-boss delve weapons.
#6. Upgrade the Empy +2 armor so it is on par with skirmish armor, (Empy +2 took a lot more work and dedication to make than skirmish armor takes to get, and as such it should still be relevant)
Those are the easy things you can do to keep the people in the game right now, there's a lot of people who are gone and will never come back, you need to start focusing on what you can do to keep the players you still have, and from everything I've read in these forums you provided us for feedback, delve and skirmish are not the answer you are looking for as quite a few are bored with it, some hate it, and there are more than a few who can't get an invite to it.
You need to do a server merge, the sooner the better. FFXI is losing people on a daily basis because there aren't enough people left on servers to do anything together, and they don't want to pay a subscription price to stand around doing nothing.

Really, the emphasis on new content in FFXI is all post-level 99 stuff, with so much gear to acquire, why not make the journey a little less frustrating to get there?
