double savage plans not working as planned?

Just did a salvage II run BR II west path for tutelary, and ended up with 5 ritualistic and 8 tutelary plans. I would have expected close to double that amount. Is this considered bad luck or is this the same as last time we had double salvage plans where you might get double drops, because my treasure pool is right on with reported averages before double plan campaign.

anyone else getting low numbers will try again tomorrow after midnight rollover and see if get better amount

Double salvage plans does not mean "double salvage plans"...

They addressed this last time they did it, and it's lame.

Double salvage plans means, that only the 100% drops are doubled.

So if a mob drops 1 plan, it drops 2

If a mob drops 2 plans it will still drop 2 (possibly 3) and so on and so on.

What the event should really be called is Salvage plans +1.
