Merit Weaponskills

You can merit all of the weaponskills. You just can't cap all of them.

"But they're useless unless they're capped!" No. No, they're not.

I agree that you should have more points to allot in that category - as well as any other category that prevents you from capping one skill and assigning a point to each other option - but I don't think Square-Enix wants us to cap everything. They even increased the effectiveness of a single-point merit weaponskill to make capping less of a requirement and more of a bonus.
