I have most of the +3 instruments. I just don't relish the idea of trying to put together shout groups to spam Celaeno for The march one. LS leader more or less demands that instrument if you don't have R/E despite the fact it's hardly necessary to cap off magic haste.

I would say new Bard instruments need to be introduced that surpass Ghorn and Daurdabla. All the other jobs that got new weapons from delve bosses had a huge increase in their damage by a very large margin.

Lets look at meeles. Pre SoA something doing around 500 DPS was doing well, like a Raganarok DRK. Now post SoA with new weapons people are doing around 1600 DPS. Melees have a fairly short amount of time to gear up. Spend less then 45 min killing a delve boss, you got yourself a new super weapon that will out preform pre SoA R/M/E weapons by 3-4 times.

Now we look at Bard who go left out in the cold on delve, no new instruments. To be a top bard they still need Ghorn and Daurdabla. They still have to get a G-horn, about 98m if you buy currency in bazzars including marrows. Daurdabla is a long process of farming abyssea Colorless souls take quite awhile, Apademk can as well not as long since you can buy pop items from ah. Since nobody really does VW anymore plates are quite expensive, and there is a lack of rift cinder. Plates are around 80k-100k, Cinder is around 2.5m Your talking 270m total for a 99 Daurdabla.

So the question is why is it meless have a really easy route to becoming the best and Brd is stuck doing old events which nobody really does anymore and paying huge amounts of gil.

SE reduced/removed the need for Daurd by putting ridiculous buffs on melee weapons. Now Bard has two really useful songs (Marches) and a lot of stuff that's kind of "meh" level (unnecessary madrigals, quasi-necessary minuets, scherzo, etc.) The benefit of 99 Daurd at this point is that it lets you avoid party swapping, which is more of a QoL improvement for the bards/party leaders than an essential part of any strategy.

G-horn 99 gives a 1% Haste improvement over Lang for March (assuming Haste spell) and is the best Ballad/debuffing instrument by quite a bit. At the moment, I'd say it's more useful than Daurd. Neither, however, are necessary anymore if your group isn't filled with bad players.
