Forefront scepter Broke

Steps:
1. I equiped Forefront Scepter and checked combat skill's the staff does not give the staff skill and the avatar magic attack bounus +50 as it says. Tested the magic attack for avatars in Cizack battlegrounds in numureous colinization reives and my soulscourge seems to outpreform the Forefront scepter.
2.I tried taking the said item off and back on and it still does not work but however the
parrying skill listed on the staff does work .

I'm positive this is not my game file's since I just recently installed the game files to my new pc and did a file check. I belive the update in august 2013 had inpact on this.

The combat skill won't show up in the equipment menu. This is intentional so that the skill on the main hand won't affect the offhand weapon.

IDK about the avatar: MAB though.

It's basically stupid and needs to be done in a better way. (Since it is confusing and annoying, you can assume it won't change.)
