    there's also the minor fact that if you are trying to organize a PUG you will be in competition for the same group of players as the other 5 shouting that still haven't filled... after an hour.

    Yep, that's why I also pay attention to how many are shouting for whatever, as does no good to try starting a group when multiple others are not getting off the ground unless crazy restrictions are in place for the other groups. Kinda like trying to form an XP party back in the day, paid to check and see what all was available before trying to piece one together and get key jobs before mass inviting DD's.
