I was wondering, since I haven't seen any maxed out plasm weapons, are they better or worse then the delve boss dropped ones?

Worse. Not by horrific amounts in some cases, and Delve weapons make great offhands in cases like Dagger
Max Augments on any weapons is +15 Primary, +10 Secondary, +10 Third..ary... (I.E +15 Acc, +10 Atk, +10DEX) so forth.
Tertiary sounds dumb I'm going to call it Thirdary forever.
Boss drops are much better, especially H2H and GKT. Will be interesting to see the rest of the weapons next update.
Masamune
Arma up next!
The rest of the weapons are in game already, they just need to be crafted useing one of the drops form the bosses.
And when is the next update? i thought one was coming at the end of may.
They are? all the missing weapon types are there.

Admittedly the way he said it, hes right, but so are you, your talking about different weapons, you are talking about R/EX weapons and he is talking about the crafted versions. Crafted ones are of all weapon types not included as drops from the current NMs which is why he made that mistake, and you meant ones from future Delve bosses, not simply Delve boss quality weapons, which the crafted ones are.
