Double Salvage Drops Campaign - Working as intended?

I've seen some strange report.
A guy reporting to have seen 4+1 plans drop from the same NM (should have been 4+2, means that single one didn't get doubled) and I personally experienced a 3+1 yesterday (should have been 4+2).

Is this working as intended or a bug?

It appears that all 100% drops are being doubled, and all additionally possible drops are not.

Aka if the mob has: 1 ares 100% 1 ares TH based and 1 skadi TH based you get > 2+1+1 not 2+2+2.

HOPING that it's incorrect and they give us additional days because the way it was perceived is that ALL seals would be doubled.

Yeah appearently the "slots" get doubled. So 1-2 becomes 2-4 and 0-1 becomes 0-2
Still pretty good anyway, didn't want to complain was just wondering.

The number of design plans that drop is not what is being doubled; it is actually a doubling of the drop rates.

Due to this error we will be extending the campaign until Wednesday, July 3, 2013 at 7:59am PDT. We will also be making an announcement on PlayOnline early next week and changing the name of this campaign to “Design Plan Drop Rate Doubled Campaign.”

I think the EXP campaign is on still on track to end come Sunday (or whenever it was originally scheduled to end).
