Cancelling a content ID saves all current data for your character, including Auction house and Delivery box items. You can simply start over where you left off with your new name.

alternately, I have heard SE will force a name change if several people report it as being offensive. I ma not sure if this will work for any name, however.

If you're talking about an addition, then even when turned off or inactive, you're character is still on the server with the name.

I remember physically deleting a character 8 years ago. I wanted a different race with the same name. It told me the name already existed on the server.
These days? No idea.

Shouldn't. A character and a content ID are not the same thing. But. I think you have to wait until post merger regardless.
